Numbers 35:8

These cities with their suburbs, even the cities which you shall give, shall be from the possessions of the children of Israel. They shall give the Levites, out of their cities, many from those who have many, and few from them who have few; from every one according to the inheritance which they possess.

And as for the cities which ye shall give out of the possession of the children of Israel, from those that have much ye shall give much, and from those that have less ye shall give less: they shall give of their cities to the Levites each one according to his inheritance which they shall inherit.
