Leviticus 5:11

But if his hand cannot find a pair of doves or two young pigeons, then he shall bring as his gift for the sin which he hath committed the tenth of an ephah of fine flour for a sin offering. Upon this he shall not pour oil, nor shall he lay incense on it, because it is a sin offering.
