Deuteronomy 1:15

So I took from among you men of wisdom, knowledge, and understanding, and appointed them to be leaders over you—captains of thousands, and captains of hundreds, and captains of fifties, and captains of tens; and promulgators of the law for your judges.

So I took of you wise and understanding and prudent men, and I set them to rule over you as rulers of thousands, and rulers of hundreds, and rulers of fifties, and rulers of tens, and officers to your judges.
