Ezekiel 45:16

And all the people shall give this oblation to the ruler of Israel; and by the ruler shall be given the whole burnt offerings and the sacrifices and the libations at the festivals and at the new moons and on the sabbaths.

And all the people shall give these first-fruits to the prince of Israel.
